LTC Joseph Cowan

Lieutenant Colonel Joseph Cowan is a 1983 graduate of the United States Military Academy at West Point, New York. After being commissioned, Second Lieutenant Cowan was assigned as the Operations Officer with the 512th Explosive Ordnance Disposal Control Center (512 th EODCC) in Vilseck Germany. Lieutenant Cowan then took command of the 21 st Explosive Ordnance Disposal (EOD) Detachment in Giessen Germany and served there until 1987.

After attending the Ordnance Advanced Course at Redstone Arsenal, CPT Cowan was assigned to the 2nd Infantry Division in Tongduchon, Korea. After working in the G-3 section, he moved to Pyongtaek and took command of the Surveillance and Accountability Control Team 2 (SAACT 2). In 1989, CPT Cowan was assigned to the Multinational Force and Observers (MFO) in Sinai, Egypt where he commanded the Explosive Ordnance Disposal Detachment. After the MFO, CPT Cowan was transferred to the 70 th Ordnance Company (Special Weapons) in Cakmakli, Turkey to serve as the operations officer. In late 1991, CPT Cowan was assigned as the EOD staff officer at the Program Manager for Chemical Demilitarization located in Aberdeen Proving Ground, Maryland. CPT Cowan left active duty and joined the Army National Guard while studying at the New Jersey Institute of Technology in Newark, New Jersey. In the New Jersey National Guard, Major Cowan served as the Division Ammunition Officer, and graduated from the Command and General Staff College. As a Lieutenant Colonel, he was the Chief of the Division Materiel Management Center with the 42d Infantry Division in Tikrit, Iraq. LTC Cowan’s most recent previous assignment was as the Executive Officer for the 42d Regional Support Group (RSG) in Somerset, New Jersey.

After completing the academic requirements for a Master’s Degree in Chemical Engineering, he has worked in various civilian positions for the Department of the Army. Currently, he works at the Headquarters for the Developmental Test Command at Aberdeen Proving Ground, Maryland.

LTC Cowan’s military decorations include the Bronze Star Medal, Meritorious Service Medal, Army Commendation Medal, Army Achievement Medal, National Defense Service Medal, Multinational Force and Observer Medal, Global War on Terrorism Medal, Overseas Service Ribbon, and Reserve Component Overseas Ribbon.
